Went to rental car input license plate, hang it on the mirror then dropped it off at same kiosk the last day. You get email with invoice total and charges about 3 days later, all normal prices, it overrides anything that Hertz has.

But should I still open Hertz's EZPass transponder box just in case I end up on a toll road? Or does merely opening it result in the $9.99 daily usage fee, even if I don't go through any tolls?

Open and close it all you want. They have no way of knowing. The transponder does nothing until it's interrogated by a toll reader and the box is just a shielded box. The box has no active components and no way to report whether it's open or close. It's the actual use of the transponder that triggers the fee.

Many toll facilities have tag readers in every lane. You should beware that you may find yourself at a tollbooth where you can pay cash and if the box is open you will likely lose that opportunity as the tag will be read before you even have a chance to stp.
