Note for renters in NYC - Starting June 30, 2024 (pending final approval), be aware of the congestion fee/toll that will be assessed via PlatePass or personal transponder if you drive into the Congestion Relief Zone that includes all local streets and avenues in Manhattan south of and including 60 Street, excluding the FDR Drive, West Side Highway/Route 9A, and the Hugh L. Carey Tunnel connections to West Street.

I'll be driving in the DC, NoVA, Pennsylvania, Baltimore area for the first time. I'm going to use Google Maps to avoid tolls (hopefully I can get around without ever getting on a toll road). But should I still open Hertz's EZPass transponder box just in case I end up on a toll road? Or does merely opening it result in the $9.99 daily usage fee, even if I don't go through any tolls?

Open and close it all you want. They have no way of knowing. The transponder does nothing until it's interrogated by a toll reader and the box is just a shielded box. The box has no active components and no way to report whether it's open or close. It's the actual use of the transponder that triggers the fee.

Thanks! That makes a lot more sense. I will just leave the shielded box open then in case I pass by any tolls.

Many toll facilities have tag readers in every lane. You should beware that you may find yourself at a tollbooth where you can pay cash and if the box is open you will likely lose that opportunity as the tag will be read before you even have a chance to stp.

Most toll roads in the DC/Baltimore area are now cashless, so that will be rare, as is also the case in PA.
